REFEREE REPORTING PROCEDURES (All reports must be submitted within 48 hours) All incidents that involve violent conduct, serious player injury, misconduct towards a referee, possible false player or administrator passes, or any misconduct by a coach, team administrator or spectator must be reported to Cal-South. A copy can be presented to the playing circuit, but the authority to investigate and adjudicate the above listed areas rests in the state organization. A playing circuit may not usurp this authority. Their authority is limited to the playing circuit; any of the above listed areas are membership issues and must be presented to the state, for there may be consequences beyond the playing circuit. |

Referee Assault: Includes but not limited to; striking, kicking, spitting on, choking, grabbing or bodily running into a referee, kicking or throwing an object at a referee, or damaging referees equipment (car, uniform, equipment, etc.) Violent Conduct (or any non-Referee Assault) |

Referee Abuse: Includes but not limited to; verbal and nonverbal communication which contains foul or abusive language and which implies or directly threatens physical harm, spitting at a referee or the referee's personal property. Touchline Misconduct: It is a verbal statement or physical action that impedes, distracts, interferes, or delays in any manner, a referee from the duties of game management.

| USE the online referee report for any SERIOUS injury in a game, a broken bone, unconsciousness, etc: basically anything for which a player would have to go to the hospital or see a doctor for. Things like, Mommy make it better injuries do not need to be
reported, although you might note something like that on the match report that a player left the field. |

In order to expedite the reporting process described above, fill out a USSF referee report form in MS Word format and complete it on your computer, then e-mail. The procedures are as follows:
This is for your benefit, the benefit of other referees and all the players, parents and administrators who are here to enjoy the game and abide by the rules. In the case of Violent Conduct or Referee Assault, this will let Cal South take immediate action and prevent further incidents involving the same individual or individuals.
